Understanding Veterans Benefits in Canada
The Government of Canada provides various programs to ensure that veterans receive a dignified funeral and burial. These benefits are primarily managed through
Veterans Affairs Canada (VAC) and the
Last Post Fund, a non-profit organization that delivers the Funeral and Burial Program on behalf of the government.
Who Qualifies for Funeral and Burial Assistance?
Assistance is typically available for veterans who meet specific service criteria or financial need requirements. Eligibility generally includes:
- Financial Need (Means-Tested): Veterans whose estates do not have sufficient assets to pay for a dignified funeral and burial.
- Service-Related Death: Veterans who pass away due to a condition related to their military service (Matter of Right).
- Eligible Service: This includes Allied Veterans who served with the Canadian Forces, and certain civilians who served in close support of the Armed Forces during wartime.
Military Funeral Honours
A military funeral is a powerful way to recognize a veteran's contribution to Canada. Standard honours in a Canadian context may include:
- The National Flag: The Canadian flag (the Maple Leaf) may be draped over the casket.
- The Last Post: The sounding of "The Last Post" and "Reveille" by a bugler.
- Poppy Tribute: A tradition where comrades or family members place a poppy on the casket or at the graveside.
- Pallbearers and Firing Party: Depending on the veteran’s rank and the family’s wishes, a military guard or firing party may be requested through the local Royal Canadian Legion or the Department of National Defence.
How to Apply for Benefits
The Last Post Fund operates the Funeral and Burial Program to ensure no eligible veteran is denied a dignified funeral due to a lack of resources.
- Funeral and Burial Grants: These can help cover costs such as professional services, a casket or urn, and cemetery charges.
- Headstones and Grave Markers: Veterans Affairs Canada may provide a standard upright headstone or flat marker for veterans buried in "Field of Honour" sections or private plots, provided they meet eligibility criteria.
- Time Limits: Applications for the Funeral and Burial Program should ideally be made within
one year of the veteran’s passing.
